This is the best place (literally) in Pagudpud among other resorts. It lies on the mountains infront of the beach. You'll get the best views here!

Clear blue waters. Zipline is a must try 1.1km ride takes about 1:30 from end to end 800php sitting and 900 for superman.

Aside from the zipline, there is nothing good in this resort. Overpriced rates & food for a so called "premier" hotel of the north. This is a 1 star hotel, maybe 2 stars, compared to hotels in Manila.
